Pharmacy rules in South Carolina
South Carolina allows generic substitution unless the prescriber indicates the brand is medically necessary, requires a check of its monitoring program before many controlled prescriptions, limits first opioid prescriptions for acute pain, lets pharmacists prescribe contraception under a recent law, and had no state insulin cap in force when this guide was checked.
South Carolina Board of Pharmacy (Department of Labor, Licensing and Regulation): licence lookup and complaintsGeneric substitution
A South Carolina pharmacist may substitute a generic equivalent unless the prescriber has indicated “brand medically necessary” or “dispense as written” on the prescription or electronically. The pharmacist must tell the patient about the substitution, and the patient may refuse it. Substitution follows the FDA’s therapeutic equivalence list, and interchangeable biological products may be substituted with notice to the prescriber.
Moving a prescription between pharmacies
Non-controlled prescriptions can be transferred between South Carolina pharmacies without a state limit on transfers. Refills are valid for a year from the date written. A pharmacist may dispense up to a ninety-day supply of a non-controlled maintenance medicine when the prescription allows. South Carolina does not require non-controlled prescriptions to be electronic.
Controlled substances
South Carolina’s prescription monitoring program, SCRIPTS, must be checked by prescribers before prescribing most controlled substances, and pharmacies report every controlled dispensing. First opioid prescriptions for acute pain are limited to seven days, with exceptions. Schedule II prescriptions cannot be refilled; Schedule III to V may be refilled up to five times within six months. Gabapentin was not scheduled in South Carolina when this guide was checked. A Schedule II prescription may be transferred electronically once under the federal rule.
What a pharmacist can prescribe or furnish
South Carolina pharmacists may prescribe hormonal contraception after a screening under a law enacted in recent years, dispense naloxone under a statewide standing order, administer vaccines, and manage drug therapy under collaborative agreements. Check that the pharmacy participates in each service.
Insulin and cost-sharing caps
South Carolina had no state insulin copay cap in force when this guide was checked. The federal Medicare Part D insulin cap applies to Part D plans, and manufacturer self-pay programmes apply regardless of state. For cash-paying patients no cap applies.
Veterinary prescriptions
A veterinarian’s prescription for a human drug is filled by a South Carolina pharmacy under the same rules as any outside prescription. The South Carolina Board of Veterinary Medical Examiners requires a veterinarian-client-patient relationship before prescribing, and veterinarians provide prescriptions on request.
