Pharmacy rules in Idaho
Idaho gives pharmacists some of the broadest independent prescribing authority in the country, including hormonal contraception, allows generic substitution unless the prescriber indicates otherwise, and had no state insulin cap in force when this guide was checked.

An Idaho pharmacist may substitute a less expensive generic equivalent unless the prescriber has indicated on the prescription, or electronically, that the brand is required. The pharmacist must tell the patient about the substitution, and the patient may refuse it and pay for the brand. Substitution follows the FDA’s therapeutic equivalence list, and interchangeable biological products may be substituted with notice to the prescriber.
Moving a prescription between pharmacies
Non-controlled prescriptions can be transferred between Idaho pharmacies without a state limit on transfers. Refills are valid for a year from the date written. A pharmacist may dispense up to a ninety-day supply of a non-controlled maintenance medicine when the prescription allows, and Idaho pharmacists have broad authority to extend a maintenance prescription when a prescriber cannot be reached. Check the board for the current electronic-prescribing requirements for controlled substances.
Controlled substances
Idaho’s Prescription Monitoring Program, run by the Board of Pharmacy, collects every controlled dispensing and is checked by prescribers before prescribing opioids and other controlled substances in many situations. Schedule II prescriptions cannot be refilled; Schedule III to V may be refilled up to five times within six months. Gabapentin was not scheduled in Idaho when this guide was checked. A Schedule II prescription may be transferred electronically once under the federal rule.
What a pharmacist can prescribe or furnish
Idaho pharmacists may prescribe hormonal contraception, including emergency contraception, under prescriptive authority in place since 2019, and may independently prescribe a range of other medicines for conditions that do not need a new diagnosis, such as some travel medicines, smoking-cessation products and naloxone, as well as administer vaccines. Each service depends on the pharmacy offering it, so ask.
Insulin and cost-sharing caps
Idaho had no state insulin copay cap in force when this guide was checked. The federal Medicare Part D insulin cap applies to Part D plans, and manufacturer self-pay programs apply regardless of state. For cash-paying patients no cap applies.
Veterinary prescriptions
A veterinarian’s prescription for a human drug is filled by an Idaho pharmacy under the same rules as any outside prescription. The Idaho Board of Veterinary Medicine requires a veterinarian-client-patient relationship before prescribing, and veterinarians provide prescriptions on request so that clients can fill them elsewhere.
